Illinois Shines Launches New Cycle with 800 MW of Solar Power and a Focus on Inclusion

The Illinois Shines program (Adjustable Block Program), managed by the Illinois Power Agency, has kicked off its 2025–26 cycle with a remarkable addition of 800 megawatts in new solar capacity. This expansion supports both distributed generation and community solar projects, with a strong emphasis on equity, consumer protection, and workforce inclusion. One of its key pillars is the Minimum Equity Standard, which requires that at least 14% of the workforce consists of equity-eligible individuals—an objective that most participants are already successfully meeting.

In addition, Illinois Shines fosters growth through a mentorship program for small businesses owned by minorities, women, veterans, and people with disabilities. The program also offers extra support to help public schools transition to solar energy. Through these initiatives, Illinois Shines stands out as a national model of inclusive clean energy design, delivering economic, environmental, and community benefits across the state.
